We need to be more sensative and help employess rather then creating fear.

I did the same JOB in my org. few years later, we hired Consultants to place our people , We gave 3 months to search JOB, HR has assigned a task to please this people within 3 months.

This has created a great Impact and spread Positive vibes in Org.

We did it so smothy with out a single negative command.
